Blue Lines & Bleeding on my Kyocera Taskalfa 3051ci

Hello there, any guidance would be greatly appreciated!
Over the last few months our printer has been printing long blue streaks across pages whether printed in color or black & white.

The screen shows that it needs maintenance with a (C) which led me to believe it was the Cyan drum unit. I took the cyan drum unit apart and wiped it completely clean but the line still appeared.

I then inspected the fuser and there was some ink buildup on the blade which I wiped clean.

The transfer belt also has horizontal lines on it as well.

Before spending money to replace every single part, how can I figure out if it is the fuser or transfer belt which is causing this?
