Brother MFC-240C not printing any ink even though has ink

The cartridges have some ink and soaked the ink ends in warm water and each cartridge produced ink. Maybe it requires a certain flow rate to even grab the ink or something? Or is there something wrong with the printer? I tested with the copy function and a test print. Zero ink produced

Also while I'm here, are these cartridges refillable? LC-51. Appears they are but with mixed reviews.
