Canon MX850 Power Supply Output

Hi
Have a Canon MX850 printer which shows error "U051 or U052".

The printer power supply input = 100 - 240 ACV
The output = 24 DCV
= 32 DCV

I removed power supply to check it and got measurements of 10 DCV.

Could output of 10V be causing printer head error.
