Can't get a solid gray background on photo, printer problem, help please!

I am attaching a photo I took that is supposed to have a solid gray background except for the water drops. I'm getting streaks of gray and white instead, it's not smooth. I tried printing in Adobe Photoshop and Adobe Illustrator, and it's the same. I'm using a Canon LBP6030w. I've played around with the settings in those programs and the printer but no luck. Can anyone help me? Thanks so much.
