Changing Brother compatible cartridges: only 60% empty!

Hi all, can someone confirm what you can see in attached photo: a Brother MFC-J480DW compatible cartridge highlighted to be changed, but still 40% filled with ink

I read Brother now uses only chip cartridges, and they stop working after a certain number of printed pages, independently from their charge. Can you confirm this is a normal behaviour?
