Creating editable PDFs with HP printers

I just bought a new HP Officejet 8023 to replace a Deskjet 4625 which suddenly died on me. However, it no longer supports scanning text documents to editable PDF.

I found this at https://support.hp.com/us-en/document/ish_6106412-6106481-16:
"For HP print drivers downloaded after June 2022, the HP Universal Scan software is required to enable the Save as Editable Text (OCR) shortcut in HP Scan... If Universal Scan Driver is not in the list, your printer does not support it."

Universal Scan wasn't in the list, but I downloaded "HP OfficeJet Pro 8020 All-in-One EasyStart Printer Setup Software – Offline Use Only" (dated Feb 2022) from https://support.hp.com/us-en/driver...ter-series/24208622/model/25479554?sku=1KR64B just in case I got lucky, but this still does not include it.

I plan to return the printer and swap it for a model which supports OCR. Can anyone advise me what to replace it with (as of Sep 2022)?

In the case of HP, is there any way of finding out which printers support Universal Scan?

Also, can anyone tell me why OCR has been disabled? (I can still do OCR using Tesseract, but what a pain it is compared to just scanning and producing an editable PDF...)
