Epson Media Installer

Is there a particular reason why 'Epson Printer Utility' does NOT have that option to download The 'Epson media Installer' from the Epson site? the printer utility is version 1.5.8. the latest as far as I can see. The PDF on the epson 8500, the Epson site itself talks about this and so does the help file on the Printer Utility software that I have. All three say the same thing, but I simply do not have the option they refer to.
