Epson TM-U220B no go.

I am trying to install and Epson TM-U220B receipt printer, and I can not get this thing to work for the life of me. I have tried installing it on two different computers, on two different operating systems, XP and 7. Windows 7 reads the IEEE 1284 cable but not the printer it's self. I've installed drivers, but nothing. The Epson software just designates the printer in Device and Printers, but doesn't actually incite any communication. I've tried tweaking the ports as well. I'm stuck on this.
