Hand waver flag paper

I am wanting to print around 250 paper hand waver flags for a sports club (either A4 or A5).
I would like advice please on;

Is there a slightly reinforced paper to make the flags more robust than ordinary paper?

What is the best ink to give some protection from moist environments (a light shower etc)?

Any advice on fire protection, which is a requirement at sports stadiums?
