Kodak esp 3250 the ink pad is dry

Hello my printer is a Kodak 3250 and i recently got a new printer head and new inks while looking online for a solution and didn't find any my problem with my printer is the ink pad underneath the printer head is very dry is there any solution how i can fix it without spending any money on it ? please help thx
