OKI C831dn Error code 490- no paper in MP tray (yes there is)

The printer prints fine using the bottom paper tray. When I use the MP tray I get a Error code 490 (MP tray is empty) I have tried several size paper in the MP tray and no luck. When I set to manual print, I load the paper and press the "online" button to start the print process, I hear the process of the printer starting up and can hear the wheels (gears) turning, but the feed rollers in the MP do not turn. Then the error message comes on.
If I open the front door I can see the small black gear on the right side that drives the paper feed rollers. This gear spins freely without turning the paper feed rollers.
