Printers that will not operate without one of the ink cartridges installed.

Is it accurate that all new printers are set up to operate when BOTH ink cartridges installed not just one. For instance I have a kodak printer that if I don't have both the color and b/w ink cartridges installed the printer will not operate. Is this the case with all new printers or just a select few?
