Remote Operator Panel Dell B2360dn fails-Java error

Model: Dell b2360dn (yes ... old printer).

Embedded web server has a Remote Operator Panel option. With security in IE set to all scripting of java applets, either a graphic of the control panel shows or the error indicating Java needs to be installed or that there is another window open

Does anyone know if the option actually works? I have the same problem with a Dell 3460
