Samsung ML5512ND #C1-1311 error

I keep getting this error, which says the toner is not loading or is uneven in the imaging unit.

I have replaced the toner cartridge (twice) and replaced the imaging unit, but this issue still persists.

It will print after a power cycle, but the print is very faint, and after about 5 pages, it says calibrating image density, and after about 1 1/2 minutes then throws the #C1-1311 error.

The toners were swapped with another printer and there were no issues, this rules out the toner.
The imaging unit was swapped with another unit and although the printing started off crisp and without errors, after about 15 copies, started to lighten up and eventually came back to the 1311 error.

The techs and manufacturer are baffled, and seem unable to rectify this.

Has anyone any experience with this type of error?
